Open Question: Do you have to be 21 to rent a handgun from a shooting range in NC?

I'm a gun owner from Georgia, going to school in Greensboro NC and looking to go to a shooting range and rent any sort of firearm that they will let me. I haven't been able to find one that rents guns to anyone under 21 though. What's the deal with this?
